Filament bulbs dim on both dimmer types; flicker points to a failing bulb or a loose connection. There's no standard minimum load: use the minimum and maximum printed on your dimmer — with 35 W GU10 bulbs a 10 W minimum needs 1, a 40 W minimum 2. The bulb must be marked dimmable.
